What is APTE?

The Association of Science and Technology Parks of Spain (APTE) is a non-profit association whose main objective is to collaborate, through the promotion and dissemination of science and technology parks, to the renewal and diversification of productive activity, technological progress and economic development.

It is located in the headquarters of the Málaga TechPark and was created in 1989 by the managers of the first 6 parks that emerged in Spain. It is an associate member of the International Association of Science and Technology Parks and Areas of Innovation (IASP).

It currently has 61 members spread throughout the Spanish geography. Fifty-three of them are Member Parks, i.e., fully operational, 4 are Affiliates in the process of development and 4 are Collaborator members.

21 of these parks are promoted by universities and more than 40 Spanish universities collaborate with all of them. At the end of 2024, these parks were home to 6,000 entities with a turnover of 31,576 million euros. These companies provide employment to 168,462 people, of which 42,170 are dedicated to R&D tasks.

Through this plan, APTE is working to become an internationally recognized organization and a benchmark in the national innovation ecosystem for its ability to stimulate economic development linked to R&D&I processes through the networking of Spanish science and technology parks, which extends by capillarity to companies and entities spread throughout the territory in a balanced way.

Strategic Plan 2023 – 2026

Our history

The first science and technology parks were created as a result of the great development of information technologies in the second half of the 20th century. The paradigm of the parks is undoubtedly Silicon Valley in California. The success of the first projects led to the model being transferred to all parts of the world. At present, there are several thousand parks all over the world and Spain is undoubtedly one of the most representative countries in the world in the development of these projects.

The importance of Spanish science and technology parks lies in the fact that they concentrate private R&D in the regions where they are located, perhaps with the exception of Madrid and Barcelona, and are meeting places for science and business.

For this reason, one of the main objectives for the future of the parks is to ensure that this meeting translates into greater public and, above all, private R&D investment.

In addition, the Parks play a very important interface role, accelerating the technology transfer processes between the various agents of the System and enabling the creation and rapid growth of new research centers and new technology-based companies, key elements to achieve the desired technological convergence with Europe of our national innovation system.

A review of the history of Spanish science and technology parks can be divided into three stages.

    1985

    The first technology park is created in Bilbao.

  2. Initial phase
    1989

    APTE is born with the first 6 technology parks to be created in Spain.

  3. Initial phase
    1992

    The first 8 technology parks in Spain had already been created. The investment exceeded 300 million €.

  4. Development phase
    1993

    Appearance of new park initiatives beyond the regional model.

  5. Development phase
    1995

    Universities begin to develop parks.

  6. Expansion phase
    1998

    Economic growth and expansion of science parks. Currently more than 20 universities are developing parks.

Since its constitution, the Association of Science and Technology Parks of Spain has always worked with a clear objective: to turn science and technology parks into key parts of the Spanish innovation system.

To this end, the Association has organized itself into a large network of networks, each with its own work plan and always with common goals in mind. In this sense, APTE has a network that brings together the directors of the science and technology parks and another network that works with the technology transfer technicians of the parks and their companies and that also deals with putting the scientific world inside and outside the parks in contact with the business fabric of the parks.

In these more than 3 decades of experience we have achieved a boom in the creation of parks in Spain, since it has been demonstrated that the construction of a park in a region usually gives a great boost to the economy of the area and that is why 15 of the 17 autonomous communities already have at least one park.

This boost usually translates into an increase in the number of jobs, most of which are highly skilled, an improvement in the quality of employment, the dynamization of business sectors, the attraction of capital, the creation of technology-based companies, an increase in investment in R&D, in short, it diversifies the economy and usually creates a network of service companies around the park that radically changes the initial structure of the area’s economy.

With these networks we aim to install a virtuous system of innovation in the parks:

Governing bodies

According to the Association’s bylaws, the governing body of the APTE is the Executive Committee.

The last composition was approved on July 2, 2024, and the executive committee is currently made up of the following persons:

APTE has 4 delegated commissions chaired by 5 of its vice presidents:

1. Governance, Lobbying and Impact Projects Committee:

This committee is chaired by Luis Pérez Díaz (PCT Cartuja) and vice-chaired by Sonia Verde Martínez (Parque Tecnológico de Asturias).

2. Commission on value-added services for innovation and entrepreneurship ecosystems:

This committee is chaired by Josep Miquel Piqué Huerta (La Salle Technova Barcelona).

3. Communication Committee:

This committee is chaired by Itziar Epalza Urkiaga (Parque Tecnológico de Euskadi).

4. Delegated Talent Committee:

This committee is chaired by Juan Antonio Bertolín Olmos (Espaitec, Parc Científic i Tecnològic de la Universitat Jaume I de Castelló).

In order to provide APTE with a new consultative body composed of former APTE members’ managers, who can support and enrich the Association’s activities with their experience, it is proposed to create the APTE Steering Committee.

The APTE Steering Committee is considered a consultative body of the Association.

Characteristics:

The objective is to develop a work plan with this body regarding the possibility of being able to count on its collaboration in the following activities of the Association:
– Technical assistance
– Admission of new members or request for change of typologies.
– Annual management plan of the Association.
– Activities of the delegated commissions
– Proposal of new projects.
– To gain in representativeness and credibility before the institutions.
– To support the financing of science and technology parks.

Conditions of membership:

Former managers of science and technology parks belonging to APTE who have held positions of responsibility in the park for at least 4 years and have actively participated in the life of the Association, as well as former members of the executive committee of APTE, may belong to this group, upon request to the executive committee.

This is a working group formed by the technology transfer technicians of the APTE members and focused on the development of activities related to the management of science and technology parks.

The group’s activity is framed in the following blocks:

  1. Knowledge exchange among the members of the Network.
  2. Design of cooperative projects and search for the most suitable financing instruments.
  3. Analysis and detection of actions and activities to promote internationalization among companies.
  4. Training in areas of interest.
  1. Promotion of business cooperation among members and their entities.
  2. Talent.
  3. Value-added services for innovation and entrepreneurship ecosystems.

Organizations to which we belong

IASP

IASP (International Association of Technology Parks and Areas of Innovation) is an international non-profit association founded in Malaga in 1984 that brings together science and technology parks, incubators of technology-based and innovative companies, other areas of innovation, as well as institutions and professionals with an interest in the areas of economic development, technology transfer and innovation policies (universities and research centers, regional development agencies, consultants, technology brokers, experts, etc.).

AMETIC

The Asociación Multisectorial de Empresas de Tecnologías de la Información, Comunicaciones y Electrónica (AMETIC) is an association founded in 1984 and represents around 3,000 companies in the Information Technology and ICT macro-sector in Spain.

APTE is a member of the Advisory Board of the Center for Technological Development and Innovation (CDTI). A Public Business Entity (E.P.E), under the Ministry of Science, Innovation and Universities, which promotes innovation and technological development of Spanish companies.
